Know Your Laws: Texting While Driving

Washington and New Jersey are the only states that have an official ban on text messaging while driving for all ages, but more states are drafting laws as we speak. 17 States now have special cell phone bans for novice drivers, and many Graduated Driver License Programs - the teen licenses that are restricted until certain ages - are also banning texting while driving. Here are some examples:

  • California: It is prohibited for any driver under 18 years of age to use any mobile device while driving. The only exemption is for emergency calls.
  • Connecticut: Drivers under 18 may not use any hand-held mobile telephone (including hands-free devices) while operating a motor vehicle. Emergency calls are exempt.
  • Main: Anyone under the age of 18 may not operate a motor vehicle while using a handheld electronic device.
  • Maryland: Drivers under 18 who have a learner or provisional license may not use a wireless communication device, except to contact 911.
  • Nebraska: Teens with learner's permits and school permits are prohibited from using their cell phones, sending text messages, or using other interactive electronic devices while driving.
  • Oregon: Teen drivers are prohibited from using mobile communication devices including sending text messages while driving.
  • Texas: Drivers under 18 may not use a wireless communication device in learner or intermediate stage of their license.

It is important to know your state's Graduated Driver License laws and restrictions on electronic devices. The Governors Highway Safety Association publishes a thorough description of each state's laws at www.statehighwaysafety.org.

Texting is a dominant mode of communication in youth culture across the country, and our state legislations are working hard to make sure this habit doesn't affect the safety of our roads. Knowing your laws will keep you out of trouble and will benefit everyone's safety. Focus on the road while you are driving and talk to your peers once you've arrived.
